That's a spanner. But, ground controls don't use two locking collars like Global West stuff does, so a second spanner won't help.
The coil-over sleeve is turning on the shock. The ideas of loading the lower control arm and using something to hold the sleeve from turning are both good. I'd use a rubber strap wrench instead of channel-lock pliers to hold the sleeve though. The sleeve doesn't get marred and you have a better grip too. I *have* used big pliers, but a strap wrench is easier to control/less messy IMHO, YMMV.
